On February 16, 2024 County Executive Marc Elrich submitted the following comments about the Takoma Park Minor Master Plan.
We will show a summarization of the main parts first, followed by the County Department recommendations and then a link to the full PDF.
Overall Comments
“The Plan proposes recommendations that exceed the definition and scope of minor master plan amendments.
Rather than a limited, short-term review that addresses a pressing planning issue in a community, this โminor amendmentโ recommends significant zoning changes that include not only the Washington Adventist site but also multifamily areas along Maple and Lee Avenues.
Discussions at the first two PHP committee worksessions indicate that these changes are intended to encourage redevelopment that will help meet COG housing targets while addressing what is seen as a concentration of poverty in the area.”
Major Issues According to CE Elrich
The following are the headlines for each section about major issues with the plan according to CE Elrich:

Additional Highlights of Issue Headings
This proposed plan is counter to Thrive stated goals
Preventing displacement of low-income tenants needs to be a priority
A Minor Master Plan should be limited โ focus on the Washington Adventist site
Takoma Park would be better served with a CRT zoning, height of 70โ on this site.
