A newly released citizen audit is raising serious questions about the intersection of public funding, disability services, and extremist political influence in Maryland. According to the report, more than $25 million in state contracts have been awarded in 2024 alone to Center for Social Change (CSC) — a nonprofit organization led by two high-profile political donors with ties to far-right movements.
The audit, conducted by No Hindutva Maryland, a coalition of grassroots organizations, highlights what it calls “deep concerns over the integrity and use of taxpayer dollars,” particularly as Governor Wes Moore‘s administration is proposing significant cuts to the state’s Developmental Disabilities Administration (DDA) and Self-Directed Services (SDS), which support individuals with disabilities.
Political Connections and Financial Red Flags
The report identifies CSC’s leaders, Jesse Singh, founder of Sikhs for Trump, and Sajid Tarar, founder of Muslims for Trump, as key figures behind the nonprofit’s operations. Both Singh and Tarar are well-known for their affiliations with Hindu Nationalist (Hindutva) networks and former President Donald Trump.
In addition to their political affiliations, the audit points to CSC’s past Medicaid fraud settlement, in which the organization agreed to pay $331,000 for overbilling the state, as well as ongoing concerns about excessive executive compensation. According to the group’s findings, CSC executives receive compensation packages amounting to 8.1% of total nonprofit revenue, a figure significantly higher than comparable organizations according to industry standards.
The audit also highlights allegations of self-dealing, including payments to a forfeited LLC owned by Singh’s spouse.
Cuts to Disability Services and Rising Influence of Donors
The timing of these revelations comes as the Moore administration is proposing budget cuts that would slash wages for Self-Directed Caregivers and potentially force people with disabilities out of independent living situations and into group homes like those run by CSC.
Advocates argue that these cuts could leave people with disabilities with little choice but to enter facilities operated by political donors whose influence, the audit argues, is growing within state politics. Singh and Tarar are reported to have donated over $100,000 in campaign contributions to Governor Moore, Lieutenant Governor Aruna Miller, and related political committees in recent election cycles.
Public Interest and Call for Accountability
In a statement accompanying the report, Scott Webber of No Hindutva Maryland noted that the audit was compiled using publicly available data, including state contract records, IRS Form 990 nonprofit tax filings, and campaign finance databases.
“Because we rely on public data, and the IRS has delayed posting many nonprofits’ most recent Form 990 filings, we’re only now seeing that CSC’s latest submission continues to show a blatant disregard for public accountability,” Webber said. “Our audit is based on the most current data available, including CSC’s Form 990 filed in May 2024.”
Robert Stubblefield, a former IRS auditor and part of the audit team, added:
“From Medicaid fraud to self-dealing and political kickbacks, this is a case where extremist operatives are profiting off the backs of the most vulnerable Marylanders. It demands immediate action.”
Audit Recommendations
The audit calls on Maryland’s leaders to take several immediate actions:
- Conduct a full review and independent audit of all contracts with CSC, while ensuring no disruption to care for current residents.
- Claw back funds gained through self-dealing and fraudulent practices.
- Halt all proposed cuts to disability services, including to Self-Directed Caregivers.
- Publicly repudiate extremist political influence, including ties to Hindutva networks.
State and Public Response Pending
As of publication, there has been no official public response from Governor Wes Moore or Lieutenant Governor Aruna Miller regarding the audit’s findings or recommendations.
