Many were shocked to read the Montgomery County Police Department press release today, which stated that an 18 year old male allegedly assaulted at least four women over a span of 4 different days while he was already on pre-trial supervision:
“An 18-year-old Clarksburg male has been arrested and charged with multiple sexual offenses committed in Clarksburg. Investigators are concerned that there may be additional victims and are urging them to come forward.
Ibn Muhammad Rosario allegedly assaulted at least four women who were walking or jogging in the area of Snowden Farm Parkway and Little Seneca Parkway. The assaults took place on Monday, May 6; Tuesday, May 7; Wednesday, May 8; and Thursday, May 9.”

“At the time of this arrest, he was out on pre-trial supervision. He is currently being held without bond at the Montgomery County Central Processing Unit.”

You may note that the names are slightly different in terms of middle names but the birthdates are the same and descriptions essentially match.
Conclusion
Failures to hold him accountable and to recognize a pattern after a series of arrests by continuing to release the individual on bond opened the door for the 4 recent sexual assaults.
When individuals are not held to account for their crimes they learn that they can continue to commit more crimes without repercussions. If not for the officer that caught him in the act, there could have been even more victims.
